About the Panelists:

Ms. Angela Freeman is an experienced Human Resources professional having served more than 25 years in progressively responsible senior management positions in the Federal government and several HR leadership positions in the private sector. She has served in Senior Executive Service positions directing the full range of human capital management programs and has had the unique opportunity to serve as a HR expert for each branch of Federal service managing and developing diverse staffs and building team-oriented workplace cultures, leading strategic human resource management programs and resources to maximize proficiency and improve program effectiveness while supporting the agency mission. She holds a master’s degree in Human Resource Management from Marymount University and professional certifications from the National Career Development Association (Certified Master of Career Services), the University of South Florida, (Diversity, Equity & Inclusion), and the Society for Human Resources Management (Senior Professional in HR).

Michael Lawyer is a federal HR professional who has helped hundreds of people find new opportunities in the Federal Government. He currently serves as the Director of Operations for HUD's Office of Field Policy and Management, and as a founding board member of the Presidential Management Alumni Association.

Treva Smith is a senior executive with an expansive 30-year career working across multiple agencies within Department of Defense, Intelligence Community, Department of Justice and Department of Veterans Affairs. With a strong background in EEO, Diversity & Inclusion and Human Development, she is currently executing business operations for a large component. She is skilled in Coaching, Career Development, Conflict Resolution, Team Building, Public Speaking and Business Operations.

About the Moderator:

Lora Allen focuses on leading customer experience initiatives at USPTO as CX Strategist with the Trademarks Customer Experience Program. CX approaches problem-solving and process improvement using a human-centered design approach to enabling better experiences. Lora helps internal teams to apply CX strategy and research principles to identify ways to improve both the employee and customer experience.

Prior to joining the USPTO, Lora spent two years as a Principal, CX Advisor at Medallia, a global leader in CX, serving as a senior consultant to public sector agencies on leading CX initiatives and innovation. From 2016-2020, Lora served as the Customer Experience Strategist Lead at U.S. General Services Administration (GSA), for GSA’s Federal Marketplace Strategy and the Office of IT Category (ITC), Portfolio Outreach Division, transforming how Federal government buys and sells IT solutions in the marketplace through human-centered design approaches. She managed CX surveys and the research program for ITC Portfolio Outreach Division, seeing one of the largest gains in customer satisfaction on annual surveys for the GSA’s Voice of the Supplier and Voice of the Customer Programs.

Lora has spent more than 15 years in public service. She earned her B.A. in Political Science and International Relations from Roanoke College and her Master’s in Public Administration from New York University. Lora is an alumnus of the Partnership for Public Service’s Excellence in Government Fellowship Program and the Presidential Management Fellow’s Program. A native of Nashville, Tennessee, Lora loves sporting events, music concerts, and good BBQ food. On the weekends, you can find Lora with her family in Fairfax, VA, at local swim meet competitions, playing tennis or mini golf, exploring local restaurants and shops, or visiting the farmer’s market.
